The Process Technology Licence associated with the plant has never been used and can be transferred to the new owner. The guarantee on the plant can be provided to the new owner once the basic engineering of adapting the plant to the new site conditions have been completed.  The new owner of the plant will not have any restrictions on the engineering company they choose to complete the design, construction and commissioning of this plant.
